Extension of Visa

I have an individual whose visa was issued 09Mar2015 and it recently expired on 09Mar2025. I read an article that states once expired, he can apply for a 3-year extension. How do we get this extension?

Yes, he can get 3-year extension. The extension visa shall be applied for in accordance with normal visa procedures and document requirements, but no visa fee is needed.
