About:24-Hour Visa-Free Transit

minimum layover time

I've seen people refused a 24hr visa if their layover is less than 10 hours...but i can't find this in writing anywhere, can anyone confirm?

Pete, you have to understand two different things. Nobody is refused to use/enjoy 24 hour visa free transit regardless if their layover is less or more than 10 hours long. In other words, the passenger right is to transit through China based on 24 hour visa free transit and to remain within the transit area (airside) during the layover. This is the passenger right. He/she does not have right to exit the airport as it is the case in the majority of countries UK included. However, under the Chinese rules, Chinese immigration officials have a discretionary right to issue a temporary entry permit to those that they consider that should be issued and to allow them to exit the airport in cases of disabled passengers, families with young children and in general to those with very long and especially with an overnight layovers. Again, this is not a passenger right, but a bonus that is offered on discretionary basis. So, when you transit through China, your right is to transit visa free and to remain within the transit area of the airport. You can apply for a temporary entry permit upon your landing at the transit counter, but the issuing of the permit is not your right, but a bonus that can be offered or denied.
