About:240-Hour Visa-Free Transit

Minor traveling with family friend

Our close family friend (US passport) plans to travel with our 17yr son (US passport) from Hong Kong to Guangdong via train, then fly to Chengdu, fly to Xi'an and fly to Beijing and then fly out of Beijing to London. Our friend has a visa for China. If we prepare documents stating that our friend is responsible for our son and have them notarized at a US Embassy can he travel on this visa 240hr visa free plan?

Yes, he can. But entering Guangdong from HK by train is not an eligible route for the 240h visa free transit. To use the 240h, he should take a ferry or flight to Guangdong.
