About:24-Hour Visa-Free Transit

Iran Passport Holder. Less than 24 hours.

Hello. Iranian Passport Holder here. I am transiting in Beijing for less than 24 hours (14 hours). My flights are with two different airlines, so I will need to pickup my bag and re check it in. This will require me to pass immigration. I understand that the 24 hour transit program is not something that is guaranteed to passengers, and at the discretion of immigration. My issue is that I have to get my bag and re check it in? In this case, is it guaranteed they will give me the 24 hour transit free permit so I can get my bag and re check it? What if they refuse to issue it? How will I get my bag and re check it? Thanks!

Actually it is kind of guaranteed. You are naturally eligible for the 24h visa-free transit if it's an international transit route no matter whether it is interline flight ticket or not, like your separate tickets. Don't worry, you can get the 24h visa free transit and be able to collect your luggage and re-check in.
