However the arrival flight is into Daxing and the departing flight is from Capital. Can we take advantage of the 72hr transit visa? (I not Capital has a special process, but we will not be arriving there.)

Yes, of course you can and the 72hr free transit has been prolonged to 240h. It doesn't have to be the same airport.
