Transfer time for International Arrival to Domestic departure

I have a Delta flight arriving Oct 11 at 3:25Pm to PVG T1. I need to buy another flight to Hong Kong on either China Eastern or Cathay Pacific
I will need enough time to clear immigration , customs and then recheck baggage and go through security again.

I have choices of
China Eastern in T1 6:35 PM with a 3hr 10 min layover time or 9:00 PM with a 5hr35min layover time
or
Cathay Pacific in T2 7:05 PM with a 3hr 40 min layover time

I saw the official minimum time is 120 min, but am worried from online reports the time can be longer. Can you recommend the best choice?

PVG is a big airport so I think better give it 3 hours for the transfer considering you take separate flights and better choose the same terminal. Two choices in T1 is Okay.
