Formally, you could do that by obtaining a 5 Days Shenzhen visa on arrival at Lo Wu (in reality Luohu) or Shekou border crossings, the latter if you take a ferry from Hong Kong to Shekou port. That would allow you to stay and explore Shenzhen for up to 5 days and then to exit to Macau by ferry without any obstacle.
This is perfectly possible, but the truth is and I will not hide it from you, that Indian citizens currently run a risk of rejection of a Shenzhen VOA. Their success rate in obtaining a VOA is not exactly the ideal one, so you are advised you to rethink your travel plans or to obtain a Chinese visa in advance.
