We have encountered several examples where the passengers on Sichuan Airlines have mentioned that they had to collect their luggage at Chengdu airport and then to perform new check-in. However, we do not have a way how to check that detail.
Your best option is to ask that question at the time of your check-in at Kansai airport where you will get a definitive answer. In case if you have to collect your luggage, this is also doable. Upon your landing in Chengdu the first thing you will do is to approach 24/144 hour visa free transit counter where you will apply for a temporary entry permit in order to be allowed to exit the transit area and to collect your luggage and perform new check-in. At the moment of your application you will present your flight itinerary and this application is free of any charge. Your application will be granted to you and you will head to the immigration.
When you pass the immigration, you will collect your luggage, perform new check-in and head again through the immigration toward the gate for your flight to Istanbul.
