Getting CN visa in Japan as a foreigner

Hi!
Can an IL citizen who is traveling to Tokyo can apply and get a CN visa in the CN embassy in Tokyo? Or it's only for Japanese citizens?

Sorry, you need to apply in your home country if you are not a legal long-term resident in Japan.
