Zhuhai VOA

Indonesian passport voa Hong Kong -> Zhuhai -> GUANGZHOU return HK fly back Indonesia, can apply VOA in the border?

Well, you cannot travel to Guangzhou with Zhuhai VOA. Zhuhai VOA is strictly territory limited and its holder is limited to Zhuhai city limits only. Indonesians are eligible for Zhuhai visa at the border crossing, but again, you will not be able to proceed from Zhuhai to Guangzhou. In order to proceed to Guangzhou you would have to obtain a regular Chinese tourist visa in advance.
