The citizens of the Philippines are eligible, but their success rate is not exactly ideal. They have mixed rate of success, so you should have this detail in mind when approaching the visa office at the border crossing. Maybe you should apply for a visa in advance to travel to Shenzhen and China in general totally relaxed. The price for a Shenzhen visa is 130 CNY and that amount should be paid by card. The application process is simple. You will arrive at the border crossing, fill out the relevant form and the official will take a photo of you. After the payment you will be granted a visa, if you are lucky on that particular day. In any case, have in mind that your chances are somewhat weak and you are again advised to obtain your Chinese visa in advance.

The last time i went to get a VOA there was no facility to pay by card, nor was there an card maching to get RMB. They would only accept RMB cash. That was 3 years ago but I would still take cash

Tony, you could not have traveled 3 years ago because it was the very central time of Covid pandemic and Shenzhen visas were suspended. When they were restarted again, it is cashless form of payment that is required.
