Kaelene, you are definitely allowed to do that if your entire transit time in Chengdu is shorter than 24 hours. In other words, if your transit time in Chengdu is shorter than 24 hours, you will be covered by 24 hour visa free transit and you do not need any kind of visa.
If your layover in Chengdu is a short one, you will just remain airside and here you do not need to perform any formality, but you will just walk from one to the other gate and you will not be a subject of immigration or customs inspection. In case if your layover is a long one and you plan to exit the airport, the first thing you will do upon landing in Chengdu is to approach 24/144 hour visa free transit counter where you will apply for a temporary entry permit by presenting your flights and your accommodation confirmation if you plan to stay in the hotel. This is all free of any charge. If and when your application is approved, you will head to the immigration and exit the airport in order to spend some time in the city.
