Holding Canadian passport and apply for VOA

Hi I would like to confirm if I am holding Canadian passport and would like to apply for VOA to Shenzhen, is it possible? My friend is Chinese but also holding Canadian passport and want to apply the visa in HK but got rejected. May I know if I can get the Visa on Arrival in Shenzhen? Thank you
