The citizens of Nigeria have very poor record of granting the Shenzhen VOA, but I would say that since recently and with the relaxing of criteria that are applied for the issuing of a Shenzhen VOA, the chances to be granted the VOA have increased. So, if you have a regulated residence in Hong Kong and you can present that detail, that would increase your chances to be granted the VOA. In any case, you have to count on the fact that because of the rejections in the past you will face additional question before the VOA is eventually granted. I wish you the best of luck.0
