Can I apply Hong Kong Visa by Re-entry permit

I'm a Myanmar citizen currently residing in Japan and working in a University in Japan. I would like to visit to Hong Kong to attend a conference in The Hong Kong Polytechnic University in December. I have already gotten invitation letter from the conference.
However, I have Japan Re-entry Permit issued by Japanese Government instant of passport. Could I apply a Visa to Hong Kong using this Japan Re-entry Permit, please?
Thank you.

I have a passport that was expired, and I made Japan re-entry permit for travel to aboard like a passport. So, currently I hold Japan re-entry permit for travel to aboard.
When I applied to a Hong Kong Visa, I will show Japan re-entry permit and also passport.
Regarding this condition, can I apply to a Hong Kong Visa?

I'm not sure about this as your passport is a expired one. You can consult by calling the GovHK Help Desk at (852) 183 5500 or email to enquiry@1835500.gov.hk
