Green Card- Spousal - Weihai China

How to apply for a Spousal green card in Weihai Shangdong China , who to speak to and get advice about this
I have lived in China 17years and plan to retire here , i have a chinese wife whos Hoku is in Weihai, we have 2 apartments there and im currently working in Suzhou -Jiangsu Province China stable earnings and savings.
Please can you let me know who i can speak to about this matter.
