Overstay issues during covid

Hello Sir. I have overstayed in china during the covid back in 2021 more than 6 months, after that I cleared overstayed didn't paid the fine and got one month T Visa to exit china. I exit from china in 2022 September and then tried to get admission in any university but they all refused because of holding black record and they blacklisted me in the system. But in 2022 December I tried once more and one university issued me jw202 and I came back to china in 2023 may. Now still I apply anywhere for student visa they all reject my documents because of blacklisted from the ministry issuing jw202. What should I do to clear my blacklist and continue my studies. Can you please help me yo assist. Thank you so much
