How to get 3 years compensation for covid years

I thought they offer 3 year for old 10 year visa to compensate the covid years

Yes, for the old 10 year visa offered before March 28, 2020 and has expired. The application is the same as the normal visa and the original of the expired multiple-entry visa is required.
