Yes, it does in principle, but here we have one problem of technical nature. Both of us know that there is no a nonstop flight from Guangzhou to Uzbekistan or better to say in order to accomplish your flight to Uzbekistan you would have to change a plane within mainland China. This is not allowed under 144 hour visa free transit because you cannot have two mainland Chinese stops in a row of any kind! Please, think about this detail and adapt your itinerary to be eligible under the current rules of 144 hour visa free transit.

Thank you for the clarification. A quick Google search shows a flight from Guangzhou to Uzbekistan with a layover in Seoul. So would Taipei to Guangzhou to Seoul to Uzbekistan technically fall under the 144 hour criteria?

Yes, you can do that because the basic rule of 144 hour visa free transit requires that the immediate points before and after mainland Chinese destination have to be in two different countries or eligible territories (eligible territories: Hong Kong, Taiwan and Macau). As you can see your itinerary:

Taipei - Guangzhou - Seoul (later to Uzbekistan)

Is definitely eligible for 144 hour visa free transit valid for the entire Guangdong province and you do not need any kind of visa.
