Capital Airport T3 to Beijing Center

We have a Layover in Beijing for 8 hours (17:20 to 2:45). We want to apply for the 24hrs Visa and then spend some time at Beijing. Do you think this is possible? what is your recommendation to do it better? Many thanks in advance Pablo y Gin
