Hi, l am a US citizen, can I apply for China tourist visa from Vietnam?

I am from US and I plan to visit Vietnam for 3 weeks this summer. Can I apply for China tourist visa when I am in Vietnam? I would like to visit China for couple days before flying back to US

Generally, it is better to apply for it in your home country as applying in the third country may be highly rejected.
