3 hours transfer time from T2 international flight to T3 domestic flight in Beijing

I plan to take Hainan Airlines international flight fr Brussels to Beijing, scheduled arrival 14 sep 05:10, upon arrival at T2, I will take domestic flight with China Airlines at T3 to Urumqi dep 08:15. Is there sufficient time for me to get to the check-in counter at T3 to take the flight at 08:15 fr the time of arrival, collect lugguge and quickly take a shuttle bus over fr T2 to T3 in Beijing? Is the clearance of the luggages efficient at Beijing airport that passengers can pick up their luggages at a fast speed?
