Time Allowance from Xining Airport to Xining Train Station

If I am taking a taxi from Xining Airport to Xining train station, How much time should I allow to arrive at Xining train station and take a train to Zhangye West? My plane lands in Xining at 15:05. I have no checked baggage.

Generally, it takes about 1 hour from the airport to the railway station by airport bus.
