About:24-Hour Visa-Free Transit

Indonesian people can use TWOV ?

Hello, I'm indonesian passport. I have flight to Japan, and transit in xiamen. Can I enjoy TWOV for sight seeing around xiamen city ? And I'll transit In Fuzhou when I return. Can you explain to me ? Thankyou

Please, have in mind that an exit from the airport is not an inherent passenger's right, but it depends on a discretionary decision of the airport officials on the day of your transit. If your layover is a longer one and especially if you are staying overnight, you will be granted a temporary entry permit. However, if your layover is shorter than 8 hours, then a permit will not be granted. In any case, you should apply for a temporary entry permit as soon as you land at the transit counter. This application is free of charge and here you will present your flight tickets and they should be in hard copy and at hand.

Also, I hope that you are flying your entire journey on Xiamen Airlines because they are aware of the possibility of the transfer via Xiamen and Fuzhou.

I'm afraid Borut's assessment might be partially erroneous. I personally had a just-over-three-hour layover late into the night once and the immigration official did offer me the option of granting the temporary entry permit, so I'm not sure where the eight-hour cutoff rule comes from. True, I don't think you can do much with such a short amount of time other than exiting the airport to breathe some air, but still. Nevertheless, I agree that it is at the discretion of the airport immigration official on the day of transit.

So, unless a law has been promulgated after my own transit experience, which is now enforced nationwide regarding an eight-hour cutoff rule for the issuing of temporary entry permits under the 24-hour TWOV, then it is pretty much at the discretion of the official and not a right as stated in the post above.

There is no 8 hour rule. This is based on experience because, I will repeat, the exit from the airport in the case of traveling on 24 hour visa free transit is not a passenger right, but a pure goodwill by airport officials on the day of arrival at any particular airport. In reality, you never know if you will be issued a temporary entry permit, but experience shows that longer layovers, overnight layovers and those with small children are easily granted than those shorter.
