Hi, is it possible to be on time (need Visa, luggage) using shuttle bus from PVG T1 to SHA T2

I'll be transferring through Pudong to Kunming airport, is that possible to get on time within 4 hours *I don't speak any Chinese, will use phone translation)?
I'm worried, because I need to get Visa, then claim my 1 luggage then get on shuttle bus then check in to
SHA T2 airport. Details:
Arrival: 7:50(PVG Pudong International Airport,T1)
Transfer: Shanghai(4h10m)
Departure: 13:00(SHA Hongqiao International Airport,T2)
