About:24-Hour Visa-Free Transit

Temporary Entry Permit

I am flying from Dubai to Sydney with a 16hr layover in Chengdu Tianfu International Airport with Sichuan Airlines. I have a Vietnamese passport with permanent residency in Australia. I might have to exit the transit area to collect my baggage. Do I need/am I eligible for a temporary entry permit to do this?
