Buying train tickets in advance to travel from Chengdu to Xining by foreigners

I plan to visit Xining . Is it possible for me to get the train tickets in advance from outside China? How to I buy them?

You can book train tickets with TravelChinaGuide directly at any time, and e-tickets will be generally issued about 15 days in advance.
