Are holders of a NL (Netherlands) passport also eligible for a VOA? If yes, how much would it cost if apply in Lo Wo?

Yes, they are. I'm not sure the price now, though it used to cost CNY168 for most countries. However, someone recently reported the price has increased a lot. If you get one, please update here and it would be very helpful.
