You do not need a visa, but 4 hours between the flights in two totally separated airports is very tight situation. Also, you should know what terminal you will use at Hongqiao (there is a free shuttle bus between the terminals). In any case, I advise you to take a Shuttle Bus Line 1 from Pudong to Hongqiao airport and to quickly transfer to your terminal at Hongqiao airport. I hope you will manage that. Also, to speed up the entire process, you should not start queuing at the line for immigration, but you should first approach 24/144 hour visa free transit counter where you will apply for a temporary entry permit to be allowed to exit the airport. This comes for free and it will be granted to you because you have a flight from another airport. However, you should be very fast!
