Application for Visa in Korea

I am applying for a tourist visa for China here in South Korea. I have been unable to fill out the form for the visa by using the "Seoul" option at the very beginning of the process. I entered "Gwangju", and it allowed me to fill out the form. Both of these are cities in Korea. Since I am legally resident in Seoul, does it make any difference if I make a visa application in Gwangju for China? I might add that I am a U.S. citizen with residency in Korea, living in Seoul.

It is better not and try to enter Seoul again, or it may be rejected.
