About:24-Hour Visa-Free Transit

Indonesian Passport from Taipei (TPE) to Bali (DPS)

Hello,
I am an Indonesian national who will fly from TPE to DPS via Xiamen Airport (XMN).
Do I need a visa for a 5-hour flight?
Will I be able to go out for about 2 hours in Xiamen?
I want to see go around the landside of the airport and possibly stroll around the city quickly.

Your itinerary is fine and you as an Indonesian citizen do not need any kind of visa because you will be covered by 24 hour visa free transit. As far as your entry from the airport is concerned is based on discretion based decision of relevant airport authorities. In other words, you have right to transit visa free, but this does not imply a free exit outside of the airport. However, you can apply for a temporary entry permit for free and see if you will be allowed to do that. Honestly, the chances are slim because your transit time is really so short.
