About:Visa on Arrival

Visa on arrival for Hong Kong resident with foreign passport

I would like to know about the success rate of obtaining the visa on arrival? I heard that Philippine passport holders have a mixed result, but in my case, I also have a Hong Kong resident ID. Does that in any way help?
