About:Visa on Arrival

I am a venezuelan citizen, and my country does not appear on the above list, can I apply for the VOA

Generally speaking, you are eligible for 5 days Shenzhen visa on arrival, but since decision about granting a visa depends solely on discretion right of Chinese immigration, you could be successful, but also rejected. If I were you I would take a ferry from Hong Kong to Shekou port in Shenzhen because the rate of rejection is far lower there than by using overland border crossings.
