About:72-Hour Visa-Free Transit

Hi, is Hong Kong considered outside of mainland china (3rd country..) for the visa waiver program?

If so it would be legal for a NZ citizen to travel Auckland Shenzhen (144h) then Shenzhen - HK (by train or flight) then HK - mainland again e.g (HK - Shanghai and 144h waiver).

Your understanding is right. In 144-hour visa-free transit, Hong Kong is considered the third destination. However, from Shenzhen to HK, train is not eligible to for visa-free transit and only flight or ferry is acceptable.
