voa for shenzhen with ukrainian passport

Hi, I would like to know if Ukrainian citizens are eligible for VOA to Shenzhen?I have visited China few months back with a visa delivered by the embassy which has already expired.Also, are the office hours in Luohu from Monday to Sunday as I will be arriving on a Saturday morning and want to make sure the office is open on weekends as well? It is risky as the rejection rate of Shenzhen VOA is high in recent days. The immigration office also opens at weekend. If you decide to go, go as early as possible as the queues are quite long.
