About:Visa on Arrival

Transit Visa Requirements

Sri Lankan National.

I am transiting through Shenzhen airport for 16 hours. From Vietnam to Moscow (via Shenzhen).

I understand I am not eligible to apply for a visa. But if I stay in the airport for the duration of my transit do I still need a visa?
Also are there any visa options available for me to apply for before I transit? I would like to spend this time to explore the city a little bit.

There are conflicting information regarding the use of 24 hour visa free transit in Shenzhen. Many different sources speak in favor of availability of 24 hour visa free transit in Shenzhen, but many also deny that possibility. Your itinerary would be eligible for 24 hour visa free transit, but the problem is that doubt if Shenzhen, along with some other airports, allows or not this visa free transit scheme.

Having all this in mind, I would honestly suggest you to obtain a transit visa in advance, before you board the plane in Vietnam just to have perfect peace of mind. I know, this is a bothersome formality, but you should do it to know that you will not have any problems.
