As a foreigner can I apply for a tourist visa or should it be either Q2 or S2?
Also, I no longer have a copy of an out of date tourist visa. Might that be a problem?

The visa type depends on your planning stay time in China. If you stay for less than 1 month, then a tourist visa is okay. If you want to stay longer, then applying for a Q2 visa or S2 visa is recommended. It doesn't matter of the outdated tourist visa.
