TE letter for F type visa

I need to go to China for 1 year for academic exchange program. I have been awarded scholarship by US based organization to do training in China for one year. My inviting institute in China saying I don't need TE letter to apply for visa from Pakistan but visa application centre need TE letter. Can you please guide me hat can be don

Generally, a TE letter is not required when applying for an F visa, but an invitation letter is needed. However, it's possible the immigration staff ask for more docuements if they think it necessary.
