About:24-Hour Visa-Free Transit

Can I get 24 hours temporary visa?

Hi, I am holding Malaysia passport
I have air china ticket from Singapore - Beijing - Warsaw.
Layover is 20 hours in airport.

Can I get outside airport to visit city center?
