Since your transit time is less than 24 hours long, you are definitely covered by 24 hour visa free transit and you do not need any kind of visa.
You have probably mixed up this visa free transit with the possibility to enter the country during your layover. If you want to do that, you will approach 24/144 hour visa free transit counter upon your landing where you will apply for a temporary entry permit. This permit is free of charge. After a short examination, the airport officials will decide whether they will allow you to exit the airport or not. It is based on their discretion only. With a layover of 14 hours, I would say that your chances to be granted a temporary entry permit are very good. In any case, I think that the most important detail in all the subject is that you do not need any kind of visa at all.
