American without Korean residence ID applying for China visa in seoul

My son is studying in Seoul this summer; he is an American without a Korea residence ID. He wants to travel to China in a few weeks and needs tourist visa. We know the steps to apply…is he going to be able to do this at China Visa center in Seoul?
