Requirements to extend a work permit that expired

My fiancé went to China last year of Nov for a work permit that expired Feb 29 2023. The company failed to extend his visa. Now he wants to go return in US what are the requirements needed for him to submit to the immigration so he can go home.

It is suggested to contact local entry and exit administration bureau and provide some material to support his illegal stay is not intentional and get an approved visa renewal to go back. However, he may also be fined and blacklisted by China customs because of the too long overdue.
