Currently this is definitely doubtful. Since the opening of travel, visa offices are really congested and it seems that Chinese authorities have done some random selection by refusing some citizenship in order to relieve the pressure. If I were you, I would postpone my trip to Shenzhen if you intended to base it on Shenzhen VOA.0
