Can we go to shenzhen for short tour with Shenzhen VOA ?

Yes, you can. You will approach one of the border crossings equipped with visa offices and you will apply there for a 5 days Shenzhen visa on arrival. My suggestion is to take a ferry from Hong Kong to either Shekou or Fuyong (usually better known as Shenzhen airport) because the pressure on those visa offices is less than on thos overland.
