I want to go to shenzhen and Will I be eligble for VOA if I am holding Philippine passport and A hong kong permanent resident?

According to recent feedbacks, the success rate of obtaining a Shenzhen VOA for Philippine passport holders are not high, so it is more recommended applying for a Chinese visa in advance.
