Indoesian citizens are eligible for 5 days Shenzhen visa only if they were granted a Chinese visa before. In other words, if you have been granted a Chinese visa in the past and you still have the passport and that old (expired) Chinese visa, you should bring it with you and you will be granted a Shenzhen visa. Quite the contrary, if you have never been granted a Chinese visa in the past, you will be refused.
So, if you can bring your old passport with old Chinese visa inside, you will be granted a visa, but this is not the case with your sister that will be probably refused. OK, when the border officials see a brother and a sister and one is eligible, they could probably turn a blind eye and also grant a visa to your sister, but this is just a roulette and not a realistic prediction.
If you decide to do this, by far the best border crossing is Luohu (Lo Wu) that you can reach by MTR train from the center of Hong Kong.
