If you are an Indonesian citizen, you have to know that Indonesians are eligible for VOA only in the case if they have been granted a Chinese visa before. So, if you were granted a Chinese visa in the past and you can present that visa in your actual or old passport, you will be granted a VOA.
However, you have to know that VOAs are quite limited and they usually allow you just to move within the city boundaries like Shenzhen or Zhuhai. In other words, there is no any kind of VOA available in Guangzhou.
Also, Indonesian citizens are not eligible for 144 hours visa free transit and that means that you will have to obtain a Chinese visa or, unfortunately, postpone your travel. I'm sorry.
