Can we Singaporean do Visa on Arrival at Shenzhen Baoan Aiport?

It used to be perfectly available, but at the time being, I cannot personally confirm this possibility. I would say that this possibility is realistic, but you always face a possibility that the authorities of the country where you are flying to Shenzhen from, refuse a boarding.
If I were you I would go after 144 hours visa free transit. In this case, you can enjoy visa free stay in the entire Guangdong province if you arrive to Shenzhen and then depart to Hong Kong or Macau. This would be a transit through Guangdong province. Please, just have in mind that you will have to obtain a ticket for the bus that has to travel over the border to Hong Kong or you can even use a ferry from Shekou port in Shenzhen to reach Macau.
