About:72-Hour Visa-Free Transit

Singapore - PVG - HKG (travel agent is concerned)

Hi Travel China Team,

I am planning to buy a ticket:

Singapore to PVG (landing on 11 APR at 22.50).
My onward ticket is:
PVG to HKG (exiting on 14 APR at 13.25)

[and then later a HKG to SIN]

My travel agent is concerned and does not want to sell me the ticket without a China visa.

My question is: Do I qualify for the 72 hour ticket with this route?

Your itinerary is a perfect example of valid and eligible route for 144 hours visa free transit in wider Shanghai area. Your travel agent is probably not aware that Hong Kong is treated as a third country/region for 144 hours visa free transit purposes. Also, it does not matter where will you go after Hong Kong.

Everything you should take care about is that your flights:

Singapore - Shanghai
Shanghai - Hong Kong

Do not have any additional landing within mainland China.

Hopefully your travel agent will inform himself because it would be a pitty to bother with issuing a visa when you can travel just with your passport and based on your flight itinerary.
