Apply VOA at Luohu port

Hi, I am a Malaysian who resides in Hong Kong with valid permit. I am planning to travel to Shenzhen from Hong Kong for couple days for business training purposes. I did not have chinese visa approved in the past. Would I be able to apply VOA at Shenzhen?

I am travelling with colleagues as well who are French and Thai. They are having the same situations like I do, did not have chinese visa approved in the past. Would they be able to apply VOA at Shenzhen?

Unfortunately, you will be almost certainly rejected as well your Thai colleague since you have not been granted a Chinese visa in the past. Your French colleague will be granted this visa. In any case, you can try at Luohu border crossing, but you should be aware that visa office is open just until 16:30.
